More devices for the damage go be spread around on the units in the front lines. If you can, bring in some AAA units to surprise the Japanese air crews. Whether a unit is restricted (permanent or otherwise) or is not restricted, has no bearing on how many airframes must be in the pools to upgrade/downgrade.
The conditions needed for upgrading/downgrading an air unit are:
1. The air unit is located at
(a) an airfield size 7 or
(b) the HQ to which the air unit is attached to is at a size 7 airfield and the two units are within the transfer range of the aircraft model (existing or prospective)
(c) if on a ship, the ship is at a base with an airfield size 7
2. The base with the level 7 airfield has 20k supply
3. If PDU OFF, only the next scheduled upgrade model can be chosen. There is no downgrading in PDU OFF

(b) there must be at least 1 airframe in the pools if the unit is not scheduled to be withdrawn
7. Automatic upgrades do not occur if the aviation support present is less than the aviation support required. Manual upgrades do not check the aviation support.
8. Airfields with more than 59% service or runway damage will not permit an upgrade
9. The minimum airfield size is decreased by the presence of HQs
These conditions have been present since the release date.

Remember that Alfred was not always correct but he was like Ivory soap, 99.8%!
But the VMO 215 does return later so that may have made a difference.
There are ways to get aircraft out of air units that withdraw!

Obviously the more forts the better
It is next to impossible for the Chinese to stop Japanese armor unfortunately

Two nice AMCs landed troops on Kusaie and will now pull away, even though they aren't finished unloading....don't want to risk them too much.

So the question is, when I changed that air units aircraft when it should not be possible, should that be reported as a "bug" or just accept it as a "feature" and let it go at that?

This went well...task forces cover by LRCAP...no Japanese interference and only one TF spotted. I should have left many more ships at Madras...xap and xak but I evacuated almost everything early in the war.

there are quite a few ASW patrolling task forces here, including a super strong 3 ship KV force well led. They have hedgehogs, which are incredibly accurate but I have yet to see them fire.

I thought about a sortie here at Wewak....but I knew Yamato and her sis were in the area without having fired a shot...and the KB was probably lurking 5 hexes away from Wewak...so I held off other than vectoring in some more subs. Surely Wewak must be a big trap...and I am not bothered by a single counter invasion.
Meanwhile the Deathstar is headed back to Pearl for the Marianas invasion...
I have 2 squadrons of Corsairs and 1 P38, they are rotating sweeps of Rabaul, rest 2 days sweep one day. I want to get more LRCAP over Japanese bases from 2 hexes away or closer....Also going to use my Airacobras at 15K 90% CAP in an attempt to shoot down flying boats doing naval search...
All the while our troops keep moving forward, Torokina (5 hexes from Rabaul) now has 600 engineers...
