After doing this free sub move phase and then pondering it a bit, I've come to the conclusion that I don't like it. So I'm backing all these free sub move back (i.e., editing them so they never occured). Also, I'm going to modify HR 7 (Free sub moves).
HR 7. Free Sub Move.
Any active MP that takes a combine may move any or all of their organized and in-supply subs in port for free.

My advice on how to handle whether Japan should close the Burma road politically: 1) Is the Burma road open and useable? If not, do not close the Burman road. 2) Will Japan close the road militarily this turn? If so, do not close the Burma road. 3) Otherwise, roll a D10. Look at it. Does the die have a number on it? If it does, close the Burma road. 

I thought I knew how to play this game....

Agreed. Especially with the US sending 1 non-oil & the CW sending 1 oil to China this turn. I got back to one of my main corollary's for solitary play which is, "When in doubt as to which choice to make, make the choice that the other (enemy/opponent) side would least like you to make". In this case as the US/CW players I don't want Japan to close the Burma road. (1) Took a look (again) at CW & French production near the end of the allied impulse and I'm not a happy camper.
(2) Things changed for the worse from earlier in the impulse. Specifically, (1) 0 to 2 unused CPs in the Bay of Biscay, (2) CW 19/22 x 0.5 = 9.5 (10) BPs to 18/22 x 0.5 = 9 BPs, (3) France 10/14 x 0.75 = 7.5 (8) BPs to 11/14 x 0.75 = 8.25 (8) BPs.
(3) I'll need to look at this again but not right now. I'm going to wait until Japan closes the Burma road which will deny China the 1 oil trade from CW & 1 non-oil trade from the US. I do have a plan to minimize how much MWIF production & convoy routing goes berserk over this closure. Specifically, after Japan closes the Burma Road I'm going to delete those 2 trade agreements and idle the CW Burmese oil & USA Philippine RP until I can remove these trades from the books next turn. I'll keep you informed how well this works.

(1) MGL Cav corps still chugging along towards their required garrison area (i.e., within 3-hexes of a Japanese controlled hex).
(2) Soviets will have to use 1 of the 5 land moves for this until the Cav makes it there.

I make it a policy to not worry about MWiFs convoy routing until the end of turn phase. At that point I can usually beat it into submission.
MWiF is going to foul up anything I do before that, so I don't do anything. Saves time.

I agree with one exception. At that time you don't have the opportunity to add more CPs if you need them.
