Norway and Greece are tough countries to justify invasions for.

Norway - tied up 200,000 German soldiers for a few sub bases. Was it worth it in history?

Greece - Italian stupidity. Germans would have left Greece alone. It's not worth the cost.

In World in Flames games generally the Axis don't take Norway or Greece except for the victory hex. I think Athens is one.
