Since only planes are giving us proper units this test is being done using planes.
Since the result wasn't clear and the manual mostly speaks of "tons", I decided to give each material an own "intermediate" Unit and named them Aton and Fton.
The test contains things to look at:
- Ammo/Need before -> after
- Fuel/Need before -> after
- Ammo/Need -> "Unit": "Aton"
- Mission (Sortie) Ammo:

So 1 freight -> 1 Aton contains ~2000lb.

The game uses 0,75kg/l for converting fuel volumes to fuel weights. - Fton consumed:

So now we know, that 1 freight is supposed to be 2000lb which in return is 1 ton "US" or short ton "ST".
