Odds from North to South:
22:3 vs MIL - Germany can select blitz - see picture
40:4 vs Penza
34:3 vs MTN
Soviet bombers can support against the two northern attacks, and the HQI can attempt to support the MIL.
Germany can reach the MIL with one 4-strength FTR3, and both 4-strength FTR3 on the front can reach Penza.
Will Timoshenko provide defensive HQ support?

I would have aligned Chile with Japan, because its ships can reach Japanese ports, but not European ones.

Is three in range enough to reach a Japanese port? I thought it was 6 sea areas to travel from a Chilean port to closest Japanese port. then they are one in range short to actually be able to enter the port.
