I do not see it plausible to go with 0 BB's. BB's was what won the previous wars & no major naval power would go all in on an untested concept like the CV. That is what CV's were in the 20's.
Going heavy on CV's and having more of them in the build Q once their power has been demonstrated (say after Pearl), yeah, by all means. Obviously the lead time needed to build matters too, of course.
Funny, I was going to bring up the example of tank not being a (mainstream) major factor in land war planning until it prove it's worth in Spain (a bit) and Poland, then I remembered that SOV went pretty much all in on tanks. That they were not considered a 'major player' pre-ww2 or that they did not really know what to do with all those thousands of tanks at the beginning is a different issue, of course!
I am just thinking that if the tank gamble did not work, the Soviets still had Infantry & especially artillery to fall back to. What would Japan have if an all-in on CV did not work?
Or, putting an alt-history hat on, what sort of event would be plausible that would demonstrate that the all-in CV is a valid doctrine change?

So I do believe that Yamamoto would have been familiar with aerial torpedoes and torpedo aircraft, even the World War I float planes dropping them since Japan was an Allied power and active in the Med.

In the interests of showing FAIRNESS (to the AFB) I thought I would compile a Carrier Aircraft analysis of the changes created within the Mods. One MIGHT NOTE that the Allies come out ahead...

I used to play a RA scenario, version 5 something I think, and I liked to team the Charlotte and the Hermes in the Eastern DEI away from IJ land bases. It worked pretty well.

Those Hybrid CAV/CLV are pretty useful. They don't have a lot of sorties so they are hmmmm...OK for a carrier but not really. They have serious guns for attack or defense but don't have a lot of ammo storage so they can fight but not for long. A real attempt at combining the concepts of cruiser and carrier but it didn't work out very well. They make good CTF escorts contributing CAP and AA while also able to defend if surface ships get into the CTF. WE all KNOW that can never, EVER happen---right??!!
In these Mods I added two more to the Americans allowing Adm Reeves to get a little more say in the argument.

I have spent the afternoon working on BTS--Fleet Faction. This is the old BTS-Heavy Mod. I got into the heads of the Big Guns Faction of the Kaigun and did some serious work.
Ship-Building:
4 Yamato
4 Fuji
2 Shokaku-Class
4 Shokaku Kai-Class
4 Aso Hvy-CVM
6 Tokoro Heavy CL
I switched over six Moon-Class AA DDs to fast, nasty Shimakaze-Class
The original Tokoro design was for a 3x3 6" CL of 8,000T. Since we have the Gun Club influencing things, I have made them repeat Mogami-Class CLs of 5x3 6" of 12,000T. The Mod has the original 4 built, then the Tone and Chikuma follows the same Class, and Japan orders 6 more as war clouds build on the horizon. In some ways this makes sense to me. You already have a tough, rugged design so....WHY CHANGE?? Already know how to build the Class so it would be somewhat shorter time to build and they make excellent all around escorts.
As I was congratulating myself on a decision that made sense, it dawned on me that the conversions of these CLs to CVL would make for larger, better CVLs. HAH! The Air-Minded Admirals strike and get a larger, better CVL.
The original Aso-Class was built on the 8,500T Tokoro and displaced 12,000 T with 36 planes (30 F and 6 Recon). Belt and Deck armor matched the CL and it made a nice companion to the CVs as a CAP Carrier.
The Heavy Aso-Class STARTS at 12,000F and grows to 14,500T with 48 planes (30 F, 12 TB, and 6 Recon). Belt and Deck armor match the CL and it is actually a CVM not a CVL. I did add 3-5 months onto the original conversion time for each carrier of the class since it is converted onto a larger hull.

For example, this is what happens when Japs get a start of war BB with a speed of 30k. My Pt boats cant maneuver to advantage. My hope is that John has some history somewhere to give those IJN a 30k BB and this is not another JFB wet dream. Those Kowachi BCs are worse w/34k speed. The BCs can run into and out of enemy air cover, make a bombardment, then retreat before the air can attack. The Owari-Class is based on one of the Japanese renderings in the mid-30s when they still were not sure about the Super-Battleships. Not having to expand the shipyards and going with a more conventional size equals shorter production time....
Hiraga would have done this class as well so it is super easy to keep the Yamato-style artwork and look.
