Saving to Berlin should not be the issue as it is not actually being over stacked

It was an issue during the preliminary step, so in that step two previously saved oil were removed to make room for the new oil being saved there. That the new oil didn't arrive because it was used for oil reorganization did not seem to help. Although I have not tested this fully.
However, I am open to suggestions on how to solve the missing German oil.
I haven't checked the other nations. Are their oil count correct?

Have not encountered this issue during Netplay, that I have noticed. I vaguely remember Oil overstacking being resolved post production, possibly around either BP saving or factory destruction, but I'm not sure.
I don't think this will become a crucial issue in this game so we can just cop it and move on.
