It helps to actual read the rules. I see that the surrender and transfer of Italian naval units on board, in production and repair pools was handled correctly.
I guess the issue is with Trieste and Pola and the rebase of the 2 SS divs out. I'm just going to go back just before surrender and address that, because I can see any reason those 2 div were force to relocate and the Italian CA forced to rebase.

I suspect that MWiF is confused by the SS units. Ethiopia should now be aligned to an Allied major power. I have seen MWiF get this wrong. Did it work correctly?

Below is what Ethiopia looks like post Italy's surrender. The 3 Terr & Italian div all disappeared. (1) Note that though isolated from supply ships and planes that returned to base to the NEI Tarakan and were reachable overland by the Balikpapan NEI oil point could be oiled.
(2) Is this correct? That is, can isolated units be oiled and reorg?
(3) Or do I need to retro fix if a bug? Not Oiled.
(4) Also includes inf div, which doesn't need oil, but is isolated and can't be reorg.

Ethiopia should have gone Allied in the conquest phase, after the Italian land and air units were removed from the game.
If it did not (and I have had trouble with this in the past), try declaring war on it with an Axis power next turn.
If you are using Option 47 ((Isolated reorganization) you may not reorganize isolated units. If you are not using that rule and the units can trace to oil, they can be reorganized.
