Coming back with more updates on my progress: I'm finally done with my exams, finished my engineering course and now I have two months of free time to finish the scenario. I'm expecting to publish it on the 15th of August.

Japanese air industry has been reworked (actually I just brought it to more historical numbers, with my research based on the Pacific War Online Encyclopedia and some other literature, with some numbers averaged where no exact data was available). Overall, Japan now has more aircraft and the development of a new variant will often lead to production being increased.*

Allied aircraft production has been changed as well: I am already finished with the workhorse of the Pacific, the P-40, and I'm currently working on allied naval aviation: my next goal will be to rework the allied bomber production. Overall, right now USA specifically gets slightly more fighters earlier on, reaches its peak with the P-40K and then slows down somewhat as the production lines switch to different aircraft. P-40Ns are, sadly, no longer a thing, but I have some other stuff to replace it with. Try and guess what these are:

Also, P-47 production will suffer somewhat because of Curtiss now producing its own aircraft rather than license-producing the Thunderbolt.

I've also changed the maneuverability of aircraft somewhat: now allied fighters are slightly more agile, although overall nearly every allied fighter handles worse than every Japanese aircraft. P-40s can now fly further as well, especially the later variants. There is now a dive-bombing variant of the Wirraway and the CA-11 Woomera (along with the earlier variant - the CA-4 Wackett).

I also decided to make further changes to the naval OOB. IJN now has the Shintaka and the Hayataka, two Shokaku-kai class carriers that were built alongside each other in Yokohama instead of Shinano. They are the improved versions, with... *checks papers* ...enlarged elevators. It is supposed to represent their capability to operate newer larger IJN aircraft, but since the game doesn't simulate that, they are essentially the same as the Crane sisters. This carrier division will be a part of Kido Butai, so expect heavier damage to Pearl Harbor.

These carriers were added to somewhat balance the now present Joffre** (after being interned in Cape Town, it is now stuck with a crazy mix of Skuas, F3Fs, LN. 401s and whatever else the FFR/RN could find), Painleve (floating in an unfinished state with a bunch of boxed Aeronavale aircraft near Noumea), Ark Royal (it replaces the Indomitable, with the latter arriving instead of Illustrious later on) and one more carrier that I won't tell you about just yet.

The Dutch cruisers Java and Summatra are now no longer a thing, being replaced by Kijkduin and Eendracht (The original names were Eendracht and De Zeven Provincen... Can you guess just what exactly got that name?). These new cruisers might have less main guns, but their AA weaponry is definitely a lot better. They also received the early versions of the Dutch radar (I sure was surprised when I've learned about the Dutch experimenting with early air-search radar), although to be completely fair it is... not great.

Right now I'm busy reading the Joe Baugher's serial number lists to change the production rates of the USN aircraft and thinking just what should I do with the SBD-4 Dauntless. In any case, the ammount of dive bombers available to the USN will definetly increase, I'm just not sure by how much. I also decided to make some of the allied warshis that I myself added to arrive a little later, so the IJN will have more time during which they will have complete dominance over a single area of the Pacific if they commit most of their warships there.

*As of right now, the historical expansion of the Japanese manufacturing capabilities isn't represented in the game. For example, A6M production progressively increased as time went on, eventually doubling in the end before crashing as soon as the air raids started hitting the Japanese homelands. Right now such expansion should be done manually by the player. I decided to switch that somewhat, making the production of aircraft expand somewhat when new variants are introduced, although the numbers still don't match perfectly. In my scenario I am trying to allow for both historical expansion and player-made changes to happen simultaneously (or, alternatively, all those inactive factories can be switched to different aircraft for an even faster restructuring of the Japanese industry).
**With the British navy significantly stronger in this alternate timeline, Germany wisely (if building surface vessels at all can be considered "wise" for the Kriegsmarine) focused more on fast surface raiders, abandoning plans to challenge British naval dominance. This led to a situation where a mixed Anglo-French force—consisting of Nelson (the G3-class version, not the original dreadnought), Strasbourg, Joffre, and a primarily British screening force—was searching for one such raider when France fell. Outnumbered, the French ships were... persuaded to follow the British squadron to Cape Town, where they were interned, much like Godfroy’s Force X in our timeline. These ships are slated to rejoin the Allied forces once news of the war in Indochina reaches Cape Town, though it will take time to restore them to full combat readiness after their prolonged stay.

Sorry that I haven't commented earlier but I am not on the Forum very much except for Mod work and commentary.

Keep up the good work. If you need help on the Japanese side during the Treaty years to 1942, please write me. Be glad to contribute.

Funny enough, I had no idea about "Between The Storms" before(I've spent maybe at most three or five hours browsing the forums, and most of that was to figure how to play the game on my new high-res laptop), but there really are quite a lot of similarities. There are a lot of minor differences as well though, I'll make a post describing all the historical background and the justifications to the changes I've made to the order of battle.
Are you doing your own art work?
Mostly. I did take some plane artwork from the "War Options: 1941", but it turned out that the bitmaps for some of those aircraft were broken and I had to re-remove the backgrounds on most of top views. Most ships were made by me though, and I did redraw most of the US standards and UK battleships as the style of my own additions didn't really match the original artwork.

Look up "Focus Pacific" on this forum. It's a mod that I helped with. It has a lot of artwork that you might be able to use....GP

It's the end of November already? Whoops...

First of all, I want to apologize for the extremely long delay and the lack of any substantial info. I had everything mostly finished by mid-August (actually I've had everything mostly ready by VJ day, but stuff happened and then I went down a rabbit hole that is the French army in Indochina. That very same rabbit hole lead me to having ~5 divisions worth of Infantry in Indochina, which is technically correct since there were about 50.000 French soldiers there, but I was stuck researching just why on Earth the Tonkin division had 3 division-sized brigades assigned to it), and then I got so fed up with setting up the first turn for 10-12 times (every time I noticed that something was wrong and had to edit the scenario and redo it from scratch) I only came back to finishing this project in late October. I am full of enthusiasm now though and I am ready to finish it. I will probably disappear for a while soon (both because I have exams coming up and because the Russian government seems hell-bent on isolating our Internet from the global one), but now I have some time.

And so, I have a big announcement: I will probably release the beta-version of my scenario on December 7, 2026, and some of the art files alongside it. I am still actively playtesting it (preliminary test results show that IJA needs way more divisions to destroy the French in Indochina as I'm currently liberating Saigon with the aforementioned Tonkin division), but the naval side, at least in my opinion, works decently well (except that time when 2 IJN CVs sailed straight into 48 Vildebeests and got themselves sunk, but that is more of an AI problem).

I also added some unusual refits: French CS Commandant Teste now has a mandatory rebuild into a CVL (CVE?) with an air group of 31 aircraft (the idea is based on French proposals to rebuild it after the war). Players will also have the option to refit her early: testing shows that a task group of Ark Royal, Hermes and Teste (what a weird collection of warships...) can do some bad things to IJN convoys invading DEI, so I will be adding some IJN CVEs to bolster their air defense. Right now the balance shifted somewhat (by combining all Allied forces under ABDA one can defend the DEI too successfully unless the KB intervenes), so I will be changing some stuff to make the defense feel more desperate, possibly by significantly increasing IJN's CA numbers as they seem to be particularly tough (3 CAs did a great job of sending Repulse, Prince of Wales and then Richelieu back to port for five months of repairs, so the IJN still packs a punch).

I'm wondering what to do with the French aviation in Indochina. Right now it is locked to Indochina only so you are intended to loose all of it, and I am wondering whether or not I should change that. I've seen "restricted temporary" in the editor - I wonder if I can set their unlock date to something like March 42 so whatever obsolete biplanes are left retreat to CBI theater. As I've said before though, my overall goal with Indochina is to make North Vietnam - and only North Vietnam - realistically defendable against the IJA.

I'm also starting to implement the system with "Squadron Purchasing", but I will probably focus it on UK airgroups first as I took a decision to give USAAF the entire supply of old obsolete aircraft and whatever experimental early versions of new planes were there — USAAF starts with a bunch more B-25s and B-26s that are supposed to go to squadrons on the West Coast, alongside the entire supply of early Lightnings also scheduled for squadrons on the West Coast. Using them anywhere else is a choice (Specifically, I chose to rearm some AGs in the Philippines with P-38s, it didn't change much). Not using them outisde mainlan US really should be a home rule though.

I am also thinking about "optional ship reinforcements" where allied players will be able to buy warships intended for the Atlantic for political power, but that won't be in the beta version as I have to think a lot more about it. "Railroad building" (i.e. changing the map data files to different ones) will also probably be a thing, but I will think of rules for that later. For now, simply note that there is now a railroad between Kunming and Haiphong.

Soviets somehow (mainly because I moved a bunch of TOEs around) ended up in a complete mess and I won't touch it untill I fix everything else. Simply note that now there is (once again) a soviet Air Volunteer group in China and IJA has more stuff to intercept them with. The Soviets brought their newest toys to China in 1939: this time they are bringing in the Pe-8. A small ammount of Pe-8s and DB-3s will be trickling in China to make the air war there slightly more interesting. All the squadrons were also moved to Chungking by default because shuffling them around early-game is pure cancer.

I will post some screenshots tomorrow, probably alongside the current unfinished version of the scenario for anyone to take a look at whatever is there, alongside a link to a google drive with some necessary art files and my save. Please note that a lot of stuff pre-moved to places where it isn't supposed to be in that scenario as I needed that for testing purposes. The original scenario won't have that (except perhaps the Indian brigade in Kota Baru teleporting to Singapore instead). That scenario is also a bit buggy (Latecoere 298 is just that good), I will try to fix that too.

Oh, forgot to ask probably the most important question. There are a bunch of posts on the forum, but I'm not sure which is the most up-to-date one.

What are the best AI scripts right now? The ones from the ironman scenarios? The ones from scenario 1? I feel like the Ironman scripts might be the best choice for me now since I have expanded the Japanese OOB in a similar way, so I'm wondering if those are the ones AndyMac worked on. Also, what specific files store the AI scripts? I might need to swap them since my scenario is a copy of scenario 1 that I've made after the last update came out.

This is an interesting premise. I am always awed by the contributions from the Modders as well as their freely giving away their stuff. Think we are a pretty friendly, helpful circle who is always willing to help another doing battle with the Scenario Editor. Good Luck!

Fixed some of the edits I've made for scenario testing (some of those might still remain and I will probably find and fix them as I keep playtesting it) and a couple bugs (some squadrons still randomly have their upgrades set to Latecoere 298, this will be getting fixed soon). I am still tweaking the balance of forces in Indochina, but I think this is the way I will have at least the northern part of it look like (those 2 IJA brigades are there pretty much to act like speedbumps so the entire Tonkin Division doesn't immediately move south to liberate Saigon. IJA defences in the South Indochina will probably be semi-static and will rely heavily on short-range IJA aircraft to obliterate any Armee de l'Air or CAF forces sent there, but not enough to properly support a land offensive into Tonkin. I am, however, open to suggestions on that specific matter.

French cruiser Algerie is now a thing: it escorts one of the convoys in the Indian ocean at the start of the game and will be a nice addition to AFDABcom (American-French-Dutch-British-Australian command) forces in the DEI. In response Japan will get a whole class of 4 heavy cruisers, build dates for 2nd generation of IJN CAs will be moved a little closer to the beginning of 1942 and IJN will also receive several merchant conversions armed with a small airgroup of A5Ms and B5Ms. There is also a bunch of light cruisers already added to the Japanese OOB and I might add a class of super-cruisers to counter the Dutch navy. Japan will also receive some more G4Ms in South Vietnam and maybe a squadron of Zeroes. RAF will get a squadron of Buffaloes (the total number is still the same, RAF simply has more operational Buffaloes and lower reserves), a squadron of Vildebeests and some spares. ML-KNIL is also expanded slightly (they now have 2 squadrons of potentially dangerous Fokker T.IXs and a small factory at Semarang (I think?) that will be producing them. ML-KNIL will also get a passive supply of B-17s, B-25s and DB-7Bs if they manage to hold on to Java, alongside some Warhawks, starting from March 1942.

So, in total, the OOB in the DEI theater has ~ the following changes:
- US Asiatic fleet now has the CA Augusta
- RN Eastern Fleet now has Ark Royal, Prince of Wales is now a 16" armed British North Carolina, Exeter is replaced with a county-class CA Surrey, 'E' class cruisers now have three warships all fitted with 3x2 6" guns in the A, X, Y configuration and the player now has a choice whether to convert the 'C' and 'D' class CLs into CLAAs (a lengthy refit that takes 180 days, I will maybe increase that) or to leave them as 2nd rate CLs. Some 'S' class destroyers are not scrapped/teleported from UK to provide some marginal ASW capabilities.
- MNF has a task force with Richelieu, 3 CLs and some decent-ish French DDs at Mombasa to represent forces returning from an earlier attempt to persuade the Madagascar to join the FFR. In march this will be further bolstered by an aircraft carrier with a hopelessly obsolete airgroup (MNF Joffre) and an overgrown cruiser (MNF Dunkerque), alongside their destroyers.
- Dutch navy scrapped the Java and Sumatra, instead getting two new Eendracht class cruisers. As technology improves mid-war, their Bofors-built main battery wll become dual-purpose, so I strongly advise not wasting them in 1942. Defence of Java is further bolstered by one HMNLS Holland, a Project 1047 class battlecruiser (essentially a Scharnhorst built by the Germans as the Third Reich decided to focus on U-boats a lot more). In April (theoretically by the time things in DEI should get desperate) HMNLS De Zeven Provincen (an Ark Royal class carrier) and HMNLS Friesland (another Design 1047) will arrive at Mombasa to bolster the retreating Eastern fleet. Repair facilities in DEI are greatly expanded.
- IJN has two more battleships and two more Shokaku-class carriers to commit to the region (will probably change to three BBs, since the Kongos are still there and they are now at best 2nd line warships), alongside a plethora of light and heavy cruisers. Their CVs are now also slightly larger and more unified (Amagi-class Atago was used as a substitute for the destroyed Amagi, Soryu and Hiryu are now a unified class of warships with a larger airgroup and mediocre protection). They will also get CVEs and a large boost to land-based airforces, alongside a buff to their land army. Oilfields in DEI are also expanded so the Japanese will be able to get more resources. A large oilfield ow exists in Manchuria (truly a miracle that the Japanese never found it).

There are also other changes to both the IJN and USN, but I will leave those for later. Down below is a link to a google disk with the archive with the scenario. It has all the artwork necessary to run it (actually, it has way too much artwork, I will fix that later), but I must warn you: you probably want to backup your game or create a clean new install for the mod.
Once again, I strongly recommend to make a separate installation for this mod. It changes the plane art and unit patches in a way that is incompatible with the base game, has different map data that is incompatible with the main game and separate map that is incompatible with the rest of the game. Be warned!
To install the mod, simply unzip the archive, copy all of its contents and paste them in your game directory (that's probably "C:\Matrix Games\War in the Pacific Admiral's Edition"). The archive is structured in such a way that it will override all the necessary files automatically. The scenario number is 66.

Like the Langley Art. Her 'sister' ship was to be the Ely by the way.

No, and I probably won't have any. The entire concept justs sounds... Questionable? Having a sort of jack-of-all-trades sounds great on paper, but putting a large unarmored/lightly armored box filled with gasoline, bombs, torpedoes and planes in the middle of a cruiser and then sending it to fight in a gun battle will definetly lead to that cruiser exploding the moment a shell hits... Anything, really. So really, it's probably a good thing those were never built, and I'll leave it so.

Oh, that's actually a great suggestion. Right now I have the second Langley-class called Lindbergh, but I will switch it to Ely in the next update, that sounds a lot better.

Edit: For anyone wondering, Langley is still at Manila in her AV configuration, but there is an option to turn her back into a CV. It isn't a particularly long refit, but she does get reengined to have a cruising speed of 15 knots. Lindbergh (Or, I suppose, Ely) is steaming into Pearl Harbor with an escort of two Clemson-class DDs (she originally was supposed to be at Pearl, but she consistently got blown up to smithereens every time). Langley doesn't have an airgroup, so for her to have one after a conversion, just resize the VF-1 and VB-1 from Ely and divide them: those airgroups split in two parts rather than three just for that to work correctly.

And lastly, some more news from the development hell.
1) I made peace with the fact that I'll have to edit the entire ship chart and reassign the entire list of ship-based airgroups to add those aformentioned CVEs to DEI and a couple cruisers. For the third time. Yaay!
2) I noticed that the ~200 or so extra merchants I've created for the IJN never actually saved. That will be getting fixed.
3) Japan now has a new class of four heavy cruisers (the Iwakuni class), essentially a repeat of the Takeo class (which are no longer called the Takao class, as both Atago and Takao are IJN's only two fast battleships (the rest are fast and a re battleships, they are just really fast dreadnoughts). The Iwakuni class was built pretty much the same way as the Mogamis (using the "trust me, this is a light cruiser" ruse).
4) Japan also has a new class of 8 DDs (repeats of the Kagero class). That number may or may not change to 12 or rven 16 DDs, I'll calculate the DD displacement allocation and think if how much to add.
5) I will probably have to edit the range data for the B-18 Bolo bombers (in this timeline they were originally supposed to be rejected by the USAAF (the same way they did with the B-17s in real life) and instead bought by the ML-KNIL to replace/supplement the B-10s, but the B-18s are so bad they are quite literally worse than the Martin Model 166 (or WH-139-3 or whatever else you want to call the final version of the B-10) as they have equal range and payload (I'm actually not sure about this, both aircraft seem to have a 4400lb 'overload' bomb load with a dramatically reduced range, but I can't seem to find what that range was. Same problem with the DB-3s, who also had a significantly heavier 'overload' bomb load. I can't even find the range of those, even though I've skimmed through a bunch of Russian sources. If anyone has any information, please share it).
6) Commandant Teste's CVL (CVE?) conversion now has now bitmap again as the one currently in the mod looks terrible. I will try fixing that, but there is a grand total of two drawings of her possible conversion, both of which are far too white and look terrible upon compresion. I am currently trying to fix that, but it seems to be a losing battle.
7) Hermes will probably get a new bitmap for her refit too, getting her superstructure replaces with a smaller island.
8) Never said that before, but all of the support C3 ships are now interchangeable and convert into each other. This might sound a bit unbalanced, but Japan can do that with most of their merchants, so this seems like a fair compromise. Also, Rigel and Denebola are now a separate class of ADs with a possible conversion to ARs, as they historically did. HMAS Platypus now has her AR conversion available earlier. DEI will get one (perhaps two?) small Dutch ARs in Soerabaja to sipport fleet operations there. Some places now have damaged docks in random places, this is something I will explain earlier (but they are there pretty much to symbolize the construction of drydocks as time went on).

Some starting displacement numbers I currently have right now (never in my life I was expecting to use my SQL knowledge while making a WITP scenario). The data represents the total sum of the displacement of all of the warships of a given nationality and of a given class. Note that this chart includes the ships that arrive to the Pacific before 420101 and doesn't take into account any losses. I am posting it here hoping that some of the more experienced players will tell me whether or not any given side is overbuffed in a given category of warships at the start of the war. After all, it was me who investigated myself and came to a conclusion that I have no bias.

First number is the total sum for the default 001 sceario and the second number is for my scenario
Destroyers (Including DE, DM and DMS but not AVD and patrol vessels):
IJN - 214027/300218
USN - 129683/154778
RN - 12710/17661 (All of those are 'S'-class DDs though, so not the best warships)
RAN - 5418/6676
MNF - 2724/25458
The Dutch (RNN?) - 9212/10504
Allied total: 159747 (75% of the Japanese displacement)/215077 (72% of the Japanese displacement)

Capital Ships (including the BBs, BCs and what are eventually CBs) - the numbers tell me that I theoretically should buff the IJN a bit, but there is a more in-depth explanation below.

Allied total: 383985 (99% of the Japanese displacement)/667710 (115% of the Japanese displacement).
However, without the 2nd line warships (Such as Repulse*, the US SBBs and Dutch BCs, we get 411310 tons for the Allies and 577339 tons for the Japanese or 513,027 tons if we exclude the Kongos. Alternatively, with the completion dates for the Azuma-class super-cruisers pushed back and including the 2nd-rate combatants, we get 673,054 tons for the Japanese and still 667710 tons for the Allies, and thus 4 US standards and a Dutch battlecruiser are balanced by the two Kongo class battleships who are lightly armed and lightly armored but are significantly faster than the US Standards and three Azuma-class cruisers with even lighter armament of 9 12.25" guns and even less armor. And while this definitely is an interesting hypothetical, I don't think I have a certain answer whether or not these ships are near-equal in their combat capabilities (At least it looks less one-sided than Washington vs Kirishima). In any case, I'm interested to hear what others (especially people who did alt-history scenarios) think about such an arrangement. I am open to discussion.

Fleet Aircraft Carriers
IJN - 159250/216,660, with a theoretical max capacity of 431/650 aircraft (note that the actual size of AGs is smaller)
USN - 111750/111750, with a theoretical max capacity of 360/360 aircraft. Actually, the only change to US CVs is the fact that Wasp is now a Yorktown-class
RN - 22600/22000, with 45/72 aircraft. Ark Royal now replaces Indomitable, and Indomitable arrives ~a month later. I will probably lower the size of Ark Royal's AG as it should be more around 60 aircraft.
MNF - 0/18000 (technically), with a max capacity of 54 aircraft that then goes up to 81 after a refit. The problem is that the ship in question is Painleve, and she has 90 system damage and 20 flood damage and it is stuck in Noumea. Noumea is deliberately left without any repair facilities or naval support and it is impossible (I tried) to bring the carrier into Brisbane or Sydney. On the other hand, Painleve carries a massive amount of crated Aeronavale aircraft, mostly French F4Fs and Vindicators, but those are stuck in Noumea without air support. It takes about ~250 days to make it possible for Painleve to reach any substantial port if you send a bunch of RAN bases, an AR and engineers to Noumea, so I won't be counting it into the total amount of allied CVs in the Pacific. Joffre also arrives in around June 1942, but her airgroup is a... Questionable mix of F4Fs, F3Fs, British Skua mk.IIs, Vindicators and obsolete French-built aircraft, so it would take a while till it really becomes useful.
The Dutch - 0/0, although they get 1 carrier arriving in April 1942 at Mombasa with 72 aircraft on board. De Zeven Provincen is now a British-built, Dutch-owned and US-equipped Ark Royal class carrier. It has a slightly obsolete airgroup of Martlets, Devastators and Vindicators, but it pretty much can be treated as one more Yorktown-class or as a very much useful asset in the Indian ocean. Perhaps with some sort of home rule that requires the allied player to leave Ark Royal active in the DEI for a given length of time (essentially to give IJN a chance to hunt and sink it) it might be the only CV with an airgroup big enough to mount some sort of raids in the Southeast Asia. Definetly an interesting what-if, although a pretty unrealistic one.
Allied total: 134350(84% of the Japanese displacement)/133750(62% of the Japanese displacement). In terms of aircraft, 420 aircraft against 650 instead of 405 aircraft against 431.

I won't be describing the CVLs in such great detail, but essentially Japan gets 2 more Ryujo-class CVLs and the allies now have one (possibly two) Langley, a possible refit of a French CS and a possible refit for HMS Hermes, with Japan receiving a theoretical increase of max. 90 aircraft and the allies getting the capabilities to bring 112 aircraft (36*2 on Langleys, 36 on CT and 4 more after the refit of HMS Hermes).

These are the general fleet compositions at the start of the war: to me, they look pretty solid if we look at the fleet sizes. Would love to hear other people's thoughts though.

*Repulse is referred to as a 2nd class warship here as there are a lot of fast ships armed with at least 8 16" guns. She was considered to be inferior to any more-or-less modern battleship and she definitely was weaker than any ship fast enough to catch her (except maybe the Kongos). In this world of fast battleships with 16" guns, she really is, at least in my opinion, more of a liability (or an overpriced cruiser killer) than an effective combatant.

It probably doesn't matter where they start at unless they get sunk instantly. Still, do they only have capacity for 15 planes or is it just what they have on board at start? Langley was designed to carry 34 and could probably carry more with deck parks, 15 is perhaps a little too harsh.
