[1.32a] Private Assets - ice mining broken?

Had roughly 20 private ice mines created by the game on three different worlds.

Problem: private ice mines always stayed completely nonfunctional all game


Based on the asset log, critical issue in all cases seems to be that the game always selects locations with a 100% mining malus
