[1.32a] Private Assets - ice mining broken?

Had roughly 20 private ice mines created by the game on three different worlds.

Problem: private ice mines always stayed completely nonfunctional all game

Based on the asset log, critical issue in all cases seems to be that the game always selects locations with a 100% mining malus :?

Could you send a savefile to vic@vrdesigns.net and point to this thread? It seems the AI needs some lessons in water quality prediction.

Already sent you save (mail 19.05) - but no problem. Sent you an additional save. Private sector has a total of at least 5 broken ice mines.

Kind of sad to see the private sector saving up for an ice mine, then burning up the funds for non-functional buildings. Will the patch also fix existing games?
