[1.32] AI can raise new HQ+Assign Commander on same turn?

End of turn 94, I've conquered capital zone of enemy Major AI ("Ramania Hansa") and took out their SHQ.

For Human player, that would mean an entire turn without an SHQ commander and their combat bonuses (first turn raise the HQ, second turn assign commander).

On their turn (looking at combat history log on start of turn 95), AI already have "High command" bonuses to their attack stats - which means
1. Raising SHQ-2
2. Assigning SHQ commander same turn?

Also - AI is not losing Readiness from reassigning troops (whether OHQ or independent) to a new SHQ?

yes. this seems to work as intended. the AI has a number of small advantages. guess i should add it to AI advantages list in the manual though.

The AI is not using the whole Decision system basically. If you havent read the differences chapter in manual, please do so. As there are plenty.
