FTR2 -> SE Lille
FTR3 Hamburg -> NW Metz

Japan:
FTR2 NE Chungking -> NW
NAV2 area east Yenan -> area west Yenan

No reorganization.

Save from reorganization step.

Do you roll for partisans, or should I? Should i post instructions for the entrie Axis end of turn? If so, Germany place both their markers on offence.

Yes. I think in both games the Axis player has been doing that.
