Players need to be allowed to move units inside the restricted area. Now there is a need for code to limit them because they cannot limit themselves.
It was never intented that a player be allowed to move the bulk of the China army into Manchuria to attack the Soviets or units from manchuria to attack the Chinese.
PP/HQ change requirements were thought to be enough.

Why not? If they move too much from China to Manchuria the Chinese will then get the upperhand. There need be no restrictions because the reality of the situation of the ground is restriction enough.
I've read everything there is in the manual about political points, HQ units, and Manchuria. There is nothing that indicates one can't move units around from zone to zone. As long as the 8000 assault value is kept in Manchuria, there will be no Soviet activation. HQs are primarily for combat benefit, not zone restiction.

Hi, No your missing the point. In order to leave Manchuria the units should change HQ. That costs PP. Just because they can march out does not mean you should do it. We forgot to put code to prevent units from moving overland out of their HQ area. (Manchuria and China are the only HQ where this is possible. I always thought people talking about Chinese units in Burma were refering to those units assigned to SEAC not China Command. Chinese units should not leave China (even to invade Indo-China) Chinese units assigned to China Command should be restricted to only areas that are (or were pre 1931) China or Manchuria. Chinese units wishing to enter another area should have to change HQ to one allowed to do so and pay PP.
Japanese forces deployed in Korea and Manchuria should not depart without changing HQ (and paying the PP)
The correct (historical) means of getting a unit from Manchuria is to send a lower trained replacement unit and withdraw a trained unit.
This is plain wrong. You put an unhistorical limit to Japan decisions that were made for the real war and that couldn't happen in a game. What if Japan kills all china? or manage to destory 50% of their troops? why in this scenario the japanese player can't decide to move tropps to burma? or have to wait 5 months to move one unit in burma? do you think this would be fair?
If you want to prevent player moving units out of manchuria, simply rise the AV required for soviet staying inactive.
If you want to add restrictions, put rules that adapts to the situation in the game. Or you add new problems.
if you want people to not move units out of Manchuria, rise the requirement AV to 9000. So no japanese player can do anything.
And let china as it is now. if japanese player wins in chine, he SHOULD be able to move units out. you already have the garrison limits to oblige to keep units in china.

well, germans in ww2 were moving from france to russia.
anyway, i want to strech the fatc that there is already a big limit to japan moving untis out of manchuria. 8000 must be kept there. it's not enough? then simply rise that limit without inventing new restrictions that could eventually be totally unrealistic in some games.
even now, anyway, japan can get 2-3 divs out of manchuria anyway. if developers didn't want japan to move any division, then they would have simply put the limit to 9000.

Then charge the allies for moving chinese units into Burma AND moving Burma units into china... Lots of allied players move several units from china into Burma to help hold against the Japanese advancement.. They also send british air units into china to bomb industry/resources/oil in chinese bases... If you want to restrict Manchurian units going to china, then you need to restrict British forces going to china / chinese units going to Burma as well...
Right now the air units in Manchuria need PP to get them out of the area - which is a fairly cheap way to increase your air power in china or elsewhere with no cost - the units in manchuria are not needed until the Soviets come alive - and by then the war is over... BUT the ground units can simply march overland to china and Burma if they want. I don't have a problem with this as both sides can do it... Manchurian troops help invade china (keeping above the 8000 AP level needed - I actually keep above 9000 just to be safe).. On the other hand Chinese units can march (for free) into Burma and help in the war there. And British air units can move into china (for free) and help there...
As it stands I see no problems... If everyone wants to complain then we can simply raise the AP value to keep the soviets peaceful. No sense intrroducing new code that will have to be tested and debugged when simply raising the AP value in Manchuria is already in the game and tested...

I agree. There is no logical reason to restrict moving units from China and Manchuria back and forth. The only thing is you need to keep that 8000 assualt point level if you wish to keep the Soviet at the war. As it is now, the Commonwealth can move units into China. This is much less likely to happen than an exchang of units between the Chinese and Manchuria commands.

you don't get the point, it's not that you shouldn't be able to move units out of Manchuria, it's that you have to pay political points for it (because you need to switch HQs)
Germans in France were part of OKW, those in Russia of other HQs
Then charge the allies for moving chinese units into Burma AND moving Burma units into china... Lots of allied players move several units from china into Burma to help hold against the Japanese advancement.. They also send british air units into china to bomb industry/resources/oil in chinese bases... If you want to restrict Manchurian units going to china, then you need to restrict British forces going to china / chinese units going to Burma as well...
Right now the air units in Manchuria need PP to get them out of the area - which is a fairly cheap way to increase your air power in china or elsewhere with no cost - the units in manchuria are not needed until the Soviets come alive - and by then the war is over... BUT the ground units can simply march overland to china and Burma if they want. I don't have a problem with this as both sides can do it... Manchurian troops help invade china (keeping above the 8000 AP level needed - I actually keep above 9000 just to be safe).. On the other hand Chinese units can march (for free) into Burma and help in the war there. And British air units can move into china (for free) and help there...
As it stands I see no problems... If everyone wants to complain then we can simply raise the AP value to keep the soviets peaceful. No sense intrroducing new code that will have to be tested and debugged when simply raising the AP value in Manchuria is already in the game and tested...

As long as you cannot ferry units out of Manchuria or China by ship unless changing the HQ, it is ok to move units out of Manchuria. same accounts for air units. Here a HQ change should be a prerequisite (The player knows the russians won't attack, but could the japanese be sure about it historically, i guess not). As much as i know, all of this is already in the game. Therefore, no changes needed.
now regarding this AAR, what is the situation of japanese oil and resources? what is the score? After all, the whole idea of this plan was to gain a 4-1 supperiority in points, this way ending the war. how close have you gotten to this. any chance of still archieving it?

The score I see is 14,000 some to 22,000 some Japan. I have no clue how much oil he has moved. With allied sub doc on, may subs hardly ever attack anything or hit it. I wonder what his supply situation in China is, how is his garrisoning going. I would think things are pretty messy behind his lines, because he has some many troops there in combat.

No, I can't get close to the 4-1 advantage now. Now I will try to dig in to the Pacific and get ready for the counterattack. Oil and resources are still fine. Getting several of the oil fields early on helps.
