I have an archive of WIR related mods and scenarios that I have collected over time. I have Possum ver.5, which I think is what your looking for and I have attached the 'Readme' that goes with it.

Other items are :

WIRhack - a utility to adjust main events like partisans, US bombing, West/Med front collapse, etc..

Map and Icon Mods, some included already in Possum

Patriotic War 1942 - What-if scenario, Germany honours non-aggression pact, no Barbarossa. Stalin attacks dis-arming German forces in 1942.

Western Front - earlier Gary Grigsby game similar to WIR, with Map mod to upgrade to WIR style and editor to correct game weaknesses.

This is a great mod but I have found the western part of the map was bugged and made it unplayable.

Am thinking of starting a game but not sure whether to play the standard version or the Possum mod.

How does the mod play compared to standard?
Is it buggy? ( i think i saw a post saying there may be problems with it)
Does the AI still wotrk with it OK?

I also saw mention of a Flanker Mod, but haven't seen any downloads for this - i think this was supposed to help balance the game more?? (Whilst Possum is more OOB changes?)
