YOU'VE COME TO THE RIGHT SPOT!
This Document/Calculator is intended to show exactly that, since it is missing in game.
What it does:
It uses the exported CSV files for OBs and Unit (Ground Elements) to calculate the Manpower for each TOE.
Next, it uses the Imported Commanders Report CSV Export "Unit-Main.csv" and counts the units using individual TOEs.
These are then multiplied by the before calculated manpower. This way we get the "Need".
Then the "Have" is being calculated, this is more straight forward, since this info is perfectly inside one column of the CR export. Adding these up does the trick.
Then Needs and Haves are compared and some settings have to be picked depending on what you want to analyze.

Download/Copy the Document and follow the instructions.
Note that I am using German formats, so there may be issues with numbers. Not sure in how far you are able to/have to change this to anglo formats. HOW TO USE:
In Game:
"1. Open the Commanders Report (CR)
Key""C" to open the CR while in game."
2. click EXPORT in the top-right
3. Done with the ingame clicks.
Inside this Document (after Downloading/Copying it):
1. Open Sheet "CSV Unit-Main"
2. Go to Menu and IMPORT/Import from CSV (depends on the software you use).
"3. Select UPLOAD and go to your game Folder
...\Gary Grigsby's War in the East 2\Dat\CSV\Commander's Report"
4. Select your just exported CSV file with the ending "Unit-Main.csv"
5. Choose "replace current sheet" (or similar order)
MAKE SURE YOU HAVE THE "CSV Unit-Main" OPENED or manually "overwrite it".
6. Now change your Faction and all the other settings
7. Have fun analyzing.
Notes:
- Note: Soviet Totals are also correct if you do not "check" the Rumanian Surrender while it already happened.
So clicking it will just separate the numbers to better visualize between "Rum." and Soviet troops.
For the Axis side I left it so, that if you select "Rumania has Surrended", it will set Rumania to 0 (even if actually there are still Rumanians around), so as to see how many men you lose if you expect Rumania to surrender in the near future.
After adding the individual nations dropdowns/pickers this function is now twice available. - Air Bases have a fixed TOE but many are empty. I chose to count all Air Bases which contain more then 20Manpower to not multiply unused Air Bases.
Still, the manpower "Need" will not be accurate, since this need depends on the amount of planes stationed on an Air Base.
Simultaneously, Air Bases containing more than 100% planes, will have a higher ""Have"" than what the TOE "Needs", so this is also messing up accuracy.
Nevertheless, it should still give an idea on how many men are currently in Air Bases (accurate) and how many may be needed (off by 10-50% or so).
