All you can do to override the launch delay is order them to patrol, which starts the clock to get them taxiing to the runway. No, contrary to what the manual suggests, there is nothing that a player can do to impact repair rates of aircraft except airfield service damage and overstacking on airfield slows down repair rate.

What is the best way to determine the range of an aircraft that is not in the air? Do I really have to calculate the range based on burn rate, fuel load, and performance band in the database? These old eyes are just not seeing it. Thanks.

I found that the AI is competent with the micromanagement needed to counter night raids. And it is acceptable gameplay.
