I think you two are on the right track. I've got both games. Is the second better than the first? Yes most definitely... but is there enough to warrant someone on limited funds upgrading? Probably not. I would maybe hang on for a few months at least. The game gets better with each patch

I wondered this too - if you go to the post for the public beta and scroll down the comments you will see a link to an update posted by Pocas. It's named release candidate 3 hence RC3. I believe I saw somewhere that there will be an official update coming next week
