Listen, the game is already highly imbalanced in favour of GB on the seas. Until someone shows me some math about how a +2 is needed to prevent some sort of disadvantage that GB gets I think giving GB any more bonuses is stupid.

If you're moving through an enemy neutral there should be no access issues, and the person with the most factors in the capital (assuming they have been there for over a turn) should get it.

If the outflank fails to come in before the second round the withdraw is also automatic. (not in the first round however)

Jimmer, it's not a bug, it's the rules. There are far worse retreat problems (e.g. not being able to pick the area you want to retreat to when you withdraw).

I had a similar problem with not being able to put the GB cav corps into Brest at the end of its move. Marshall you already have this file (ferdinand).

1. Yes for minor countries. You can never cede your own province. (iirc)

2. No for both - only 1 ceding per eco phase.

I think the rules have it right.

Prussia has also lent troops to Austria who cannot drop their factors into a city either.
