Why is the total defensive CV value of the aggregate fortified zone less than that of one of its attached units?


Because the so-called "aggregate" CV is shown only on map, if you go to the unit's card, you will get the stats (including CV and men count) for that unit only.

Ive got a fortified zone here with a large defensive CV value of 102 displayed.

This wouldn't work against a human player. Probably effective vs AI..


Against AI, I was able to breakthrough in 1943 and go on to win as Axis.

I wonder if there could be a "combat value" soft factor.

Because I like the idea of having the counter show the unit ID (by pressing hotkey 'y'), eg. showing 6 PzD for 6th Panzer Division, and then also at a glance being able to see the unit's approximate combat value.

Remember that CV is not about the fight itself, it's about IF the fight happens at all and how it ends. Historically and in the present attacking/capturing a housing area is the worst thing a Army can try to do without/before encircling the area, I guess that's what's supposed to be represented ...

Compare it to this other example:
The fortified zone with three construction battalions has a CV of 57.
The entire 18th motorized division that is in the same city (with TOE of 85, and CPP of 60-something) has only a CV of 14.

Many things are "rolled" so randomness is involved determining several factors (as you pointed to mentioning the Initiative).

Check Chapter 22.1 (1., 2. , 3. ).

I get the CV inflation in city/urban settings - my point though is that these are hugely inflated defensive CV numbers, from just a few construction battalions.

The 12k losses are caused by AA or construction units that surrendered when you took the city.

Yes the Soviet 4th Anti-tank Brigade was also stacked in the hex, so it could explain the tank losses.

And your explanation makes theoretical sense to me. An attack that fails to reach the 2:1 retreat threshold can still cause a unit to rout if their losses are too heavy.
