It is somewhat random, it also depends on the development level of the galaxy and the tech research speed. Last I heard the most time it should take is 100 years regardless of other factors.

Anything with 10 troops or fewer is basically undefended in my reckoning, since my usual invasion force of 100+ troops would crush them quick smart.
