What happend to the AI Airlift function?

All,

After downloading and installing the latest (official) patch, the ability to let the AI handle airlift (fuel) operations seem to have vanished. Is this meant to happend? Not that I used it very often but anyway. Sorry if this has been answered before.

Playing my first GC /axis) and I am approaching mud season. What would you experienced players say a decent number of kills/captured/destroyed men, guns and afv should be prior to winter in order to stand a chance later in the game?
