I am seeing a similar situation on the German side. Units during the winter were at ~30% of needs even with the rail heads very close.

Denniss,

I agree that it needs a wider audience and testing but disagree about this rework preventing misuse. How do you see it preventing misuse?
What I am suggesting is it will likely encourage more buildups because the conditions to do them are less restrictive than 1.07.

Including terrain and forts you can.

If you have a division with a blizzard-only cv modifier of 50% but in a level 2 fort you would have an effective modifier of 0.5*3 = 150% of the base.

Sorry but Ground Support has been on the whole time.

I was using the latest official version (1.06.19)
