Based upon the few responses here that actually answered the question I asked, it would appear that I did indeed understand the rules, but thank you so much for your insightful response.

Reinforcing Withdrawing LCUs

Is there any reason to reinforce and/or upgrade Ground units which are going to withdraw before engaging in the Pacific war (i.e. is there a penalty if, for example--the US 75th Tank Battalion withdraws at less than full strength)?

What is the mechanic that controls whether or not a Carrier Airgroup can resize? It seems arbitrary to me, but I suppose there is something that prevents/allows it. I've tried creating air combat missions, docking and undocking and variations on that theme, but some groups can resize and some can't ...

What does the aforementioned message mean? My oppo got a new PC, but is running the same version as previously (26b). No obvious issues with the subsequent combat resolution.

How does one get supply to accumulate in Maebashi? Turning on the stockpile option doesn't seem to have any effect. Having 50k supply adjacent in Tokyo doesn't seem to matter either. Are the aircraft factories there producing anything?

Industry Management Screen Query

I am trying to find the specific meaning of the green tint in the values displayed. I assume green is good, but nothing other than Engines and Air are green. Does that mean something bad for the other values? Or something that needs to be improved?

It is a mistake in the game….but not a major one.

The CL’s built are listed under the Naval Shipyards not Merchant yards.
They use Naval Points…...there are no CA’s.

Note: The Japanese never built a CA during the war. They started one the Ibuki built at Kure
but it was never armed as a cruiser ...

Not sure what you are looking at but all the posts have the right hand column reading "Naval/ Merchant Shipyard which means both shipyard types are being scanned for the types of vessels you have selected. Your initial screenshot was for CA/CL types and included CS Nisshin which was likely a ...

Greyed-out ships like Sakawa haven't been laid down yet and therefore consumes no shipyard points. CA/CL consume naval points, CVE (which are based on merchant hulls) use merchant points.
