I bought the earlier version of War in the Pacific, Admiral's Edition [with 46 miles per hex] in Feb 2012. Do I have to pay the full cost to upgrade to the new version, or is there a way to upgrade at a discount?

Fellow Gamers:

I am having significant trouble repairing battleships that have taken flotation damage. Pearl Harbor is overloaded. Only Seattle and Capetown appear to have any real success repairing torpedo damage. What am I doing wrong?
