I can't say with absolute certainty but Soviet Army HQ's are limited and I can't think of why German Army HQ's should be any different.

It might be that you didn't de-train what you moved by train last turn - if units are still entrained from a previous turn, they continue to use up the transport capacity until the turn after you de-train them.

The new ruling, taken from the updated version of the game manual, is:

v1.05.59 - January 31, 2012
Shock Armies and Guards Armies no longer provide a morale bonus to units that report to them (instead they provide a bonus of +1 to their leader’s admin rating).
