Sure, I also have a savegame almost at the end of the previous turn. When you end the turn it will produce the effect. You are right, the unit didn't move. They got in the transport and where frozen with fear.<br/>

It's the A-A campaign. At campaign setup I first click 'Hard' and then 'Detailed Supply'.

Perhaps it is historically correct that there is no fog of war for the AI. The British have broken the secret enigma code and they transmit the details of our troop movement to the Russians.
