Correct, weather in CMO is (and always has been) global. It's a simplification, but is WAD. It's an interesting idea , but I think this is something that is better left up to scenario designers to implement in a manner that makes sense for their scenario. See Kushan's El Dorado Canyon (in the CSP), for example.

1) Play the campaign scenarios in standalone mode

All the Command DLC's currently available for purchase on Steam are pretty unambiguously listed as requiring CMO in order to run. I don't believe the CMANO versions are for sale anymore, at least on Steam (not sure about Matrix).

It's still a problem in 1265.1. One workaround is to set the patrol mission settings to "Repeatable Loop," which seems to fix the issue, and importantly would also solve the issue for the AI too (though of course already existing scenarios will still have issues).

At the time, I thought that the issue was related to me creating patrol missions with only two points but leaving the movement style on random within area; however, on further testing it looks like the problem is with "Random Within ...

Indeed, changing the movement style to repeatable loop makes everything work as intended, at least in 1265.1. I'd mark this issue as resolved, then. Probably will cause issues for a few existing scenarios, but my general impression is that most scenario authors use a patrol box, so it probably won't ...
