I bought this game several years ago. Great game that I really want to love but am having great difficulty with one aspect of gameplay.

How do you make money in this game? No matter what country I pick it seems that my income is in the red severely. After one or two turns I have no cash ...

I've been playing this game again the past couple of days. I forgot how fun this game really is. I also love the fact that you can hotseat play it.

IMHO this game is much better than AGEOD WoN.

Infantry units cannot be replaced as far as I know but you can upgrade them. Vehicles can be replaced with newer models as long as you have the new models built inside your SHQ.

The only thing I can think of as to why you can't build those units despite having all the required resources is because your mouse cursor has selected a hex that has zero logistic points in it. Do you have the city hex selected before you press the 'Raise Formation' button?
