That is working as designed. Ships on "foreign station" task will be moved by the AI randomly but weighted by the requirements of your colonies, The advantage is a) they contribute without delay and with their maximal nominal weight, ships an active fleet duty only contribute once they have arrived ...

They will be added to certain rolls in zone related events. Most commenly security for unrest. But there are also a few other from what I have seen.

From what I have gathered Service Industry is based on population not employed in Agriculture and Mining. Those 2 have hard limits based on planet size and fertility, etc. So too get a planet that has a high percentage in agriculture you'll have to keep population down.

You can't train replacements, but you can transfer equipment into the unit to turn them into a useful combat unit. They need to be in the same hex, when the unit is selected on the right sidepanel there is a "transfer" button. There are some limits about what equipment can go into which unit.
