I mentioned in my post that the side panel seems to work if I kept the CMO window size smaller, but that is not actually true. It only re-rendered the side panel content, making it look like if it is working again.

I don't have this problem anymore after switching to a new graphics card. It could be that the older one had something wrong with it, and only seen in CMO, or this switch changed something within Windows.

Tried to disconnect my second monitor as hinted in another thread but it didn't work. I have also disabled all overlays and my antivirus software but these steps didn't help either.
