In that case check if you have all the required techs. There's 4:

- Resort base
- Civilian ships tech which gives you the passenger ship
- Recreation systems for the recreation center
- Transport systems for the passenger module

If you have researched all the required techs for a resort base then it may be due to a bug I've encountered. You can't build a resort base at a planet, you have to queue it from the civilians tab and the resort base location. I was stumped why I couldn't build a resort base at my home planet with a ...

Yeah, it's pretty OP in early game. You can focus on economy first, then steal all military tech from the first empire you meet allowing you to ramp up very very quickly.

Time for mission completion should be extended at the very least, max success chance should be capped at 95 % or something. Hard ...

Hey, at least 'you' can GET another planet. I can't get my colony ships to so much as pick up colonists, let alone go and colonize worlds.

I like it, because it forces you to focus your ship design. I think the reasons for the complaints are due to people thinking they have or need to fill every single available slot with a module/weapon. DW:U ship design was way worse (oh hey, let me design a battleship sized escort with 50 Maxos ...

Do you click on "Upgrade" when updating your starbases? For me it switches from "Manual" to "Automatic" retrofit every time I update a ship or base via the upgrade button which I wanted on manual retrofit. Empire still exists with 0 colonies. Why?

See screenshot. Teekan syndicate lost their last colony and I'm still at war with them. Their last colony wasn't taken by me but by the Great Zenox Domain (Teal), which is why I declared war on them as well now. Not sure if this is a bug or if I'm missing something. Anyone have a clue?
