I'm not so much worried about freighters, but much more about builders. I have to check those status once in a year and usually there are even over half of builders with "No mission" - status, part of those has even large cargo loaded what tells me that they were going to build something before ...

Luxury resources directly effect colony development. The more developed your colony is the happier your people are. The happier they are the more taxes they pay. Taxes from your population are the only source of funds for the private economy.

You need the tech for recreation centers, population transport, and small cruiser liners to build resorts. Double-check that you have all those.

The first research I take after skip drives is always the V2 construction yards. I'll then make a manual design and call it shipyard or dockyard and throw another construction bay on, doubling the amount of ships I can build for the inevitable que of private industry freighters that will be built on ...

I changed governments once to something that was in everyway better, just had a core colony declare independence, had a troop transport there within the month and took it back. Could be a bit more severe, like a malus decreasing over time as the government restructures.

Another useful overlay to help with Rss shortages, if you zoom out all the way to the galactic view, go to the mining tab and find the resource that you need, any planets with this resource will be highlighted with an orange circle to make it easier to send construction ships.
