I just installed it on Win10 again a few days ago.
You just need to first install a stable full install (currently v1.23.08) and then run the upgrade installer to v1.25.03.

Moving stacks on land is (probably) disabled since it was the case in the original game. Why? To let the austrian player have some troops pass before activating his insurrection corps. Actually I don't remeber any other reason...

If I could wish for an AAR only a few days before release... I would like to see how PBeM works. I guess lots of stuff have been simplified in order to reduce the number of emails that need to be sent between the players during combat for example.

Player vs Player?

The original X-com games had some mod making it possible to play human vs human (i.e. one player played humans and one aliens) and of course it was only the tactical battles that this was possible with.

have you had this feature in mind at all in the new game?

If I understand you correctly (and remember correctly) this option is included, i.e. in stead of resolving field battles in game, a file is generated, you resolve the battle any way you like and change the file with the results and continue playing the game.
