I get the same error.

It is when the saves are far into games, 100+ turns. County does not matter.

Once you get it on one save, it seems to "infect them all".

I'm trying to tinker with the FL via the data files -- no results to report yet....but it sort of spoils the game for me.

Playing the french in 1796, this upgrade does not appear to be working......my infantry still have a big fat 0% chance of skirmishing.

I have doctrine, then I get tactics.....I can build lt. inf......what am I missing?
