Soviet Units in Winter '41

I'm playing a game when my opponent has shattered 3 soviet korps who were in SL 1. The game is blizzards '41. I would have thought the units would have retreated and not shatter. What is going on?

Some players save every turn during a campaign. I suspect if you swap passwords at the end of the campaign, then your opponent can see what you did at interesting stages of the game. Just a guess.
