I have played a lot in pbem Witp and have never any single problem with trust ... i'm even surprised to see such discussion
there were some standard secure measurment that prevented reload / redo and it was fine

no need to send all oz cargo ships to us as you have cape town and off map bases that offer supply for oz theater IMO
