I like to have all my base forces filled out.

The reason is the ground movement isn't perfect. There is this problem where you can't move to a non-base hex while under attack. If movement worked smoothly, it might not be so gamey.

Isn't working as designed? I've read that the big guns couldn't in many cases hit targets flying close to the ground.

4X? I had thought it was only 2X. Do you know if this applies to a defender when it doesn't control the hex?

I think the defender gets twice the strength due to urban terrain plus air and sea attacks have disrupted many of the Japanese ground units. Plus my prep points are all pretty low.
