Do you refit them at 50% toe? If so when they get replaced 100% the new replacements will lower the morale an xp. Try to set a unit to 100% and see what happens.

I would suggest to rail up the best troops from the south to Leningrad. The terrain there is better for you and maybe you can delay PG4 panzers so they have less time to support AGC after Leningrad falls.

Thanks for the replies. The RR SUs are for fort building, I read in other threads that they help with construction otherwise I would have just one RR and 1-2 construction units.

Are sappers of any use in defence and do they help digging in?

Go into ral transport mode and click on the city name in the top right corner and you get up a screen where you can choose to rail away factories. After you have chosen the amount to move right click on the city where you want them to move.
