yeah, if ever implemented, maybe such a limit on transport mobility should be a human-player-only thing. i don't mind the AI having this advantage as much as for human players.

eye of the eagle? nah, it's really only cuz i'm chinese and just familiar with the city names (both historical and current have a "g" ending for the first syllable: "chungking" and "chongqing")
