Well under the latest patch I know you don't need to do any of those things to attack Soviet bases.

In my game my opponent attacked multiple Soviet bases on Day 1.

Well, they are using 1.801 due to other reasons, and i don't think they can convert back (since their turns won't load under 1.804 or 1.806)

Aye, I know. I am just pointing out that whatever the issue is it isn't inherent in current games.
 
It truly sucks in this game though and I think that if it holds true then they may need to discuss some diminution of Soviet power to compensate for this.

Not sure if we can rule out a problem "inherent" in WITP - few people have gotten this far in the war, and bugs don't hit everyone (i.e. - some people claim they NEVER have had a problem with SYNC bug despite playing 1000's of turns; some people claim they NEVER have problems with sub transport, etc., etc.

Here is something from the AAR that Dino brought up:

"From my experience, ground attack missions will not fly if they are conducted from the same base as AF attack missions AND over the same target. "

Since there are also problems with recon flights, i don't think this is the problem, but it should be examined as a possibility.

I'm in November 1945 versus Aztez, 1.804.

Same problem. I haven't tried airfield strikes, but in several months I have not gotten any ground attacks against soviets to launch, nor strategic bombing.

I have a much small airforce than PzB, so less of an impact to me :-)

Not sure if this may have a bearing on this issue, but I remember looooong ago that to avoid problems of Japan correctly activating the Soviets before Aug 45, Japanese players were advised to cross the border into hex 66,32 (on stock map) - the road between Mutanchiang and Vladivostok.
It's a long shot, and i'm not familiar enough with the various patches over the years that may have addressed this one, but it seems like an 'activation' problem[&:]
