Panzers are fine, air losses on T1 are markedly lower.

Production can't be controlled. Where production goes can be - that's where the TOE limits come into play. The Soviets are able to create their own units though.&nbsp;

Should be in the production screen. I believe 8% of captured Russians become Hiwis - so they do add to the manpower available to zee Germans.&nbsp;

Your percent required to fly might be to high. Try lowering it to 20 - see if that makes a difference.

The AA units do add combat value to any unit they're attached to.

Organisation Todt. They were the Reich's civil engineers. The regular Construction Battalions would be the organic units of the Heer/SS. OT would be complementary to those units - bonus workers!

Perhaps the solution is to reduce MP through hexes that are not in a valid ZOC by 50%?

I wouldn't call it bull, as the current system may represent the cost of having to advance over terrain not previously occupied by the advancing force.
