I once played "War in the East" using "office tac" but it destroyed the counters, so you would have to use reproductions.

50 hours tops.
The computer is doing all of the heavy lifting.
Just adding attack strengths on a large battle involving multiple hexes is a chore with big hands.[:D]

I'm a fast player usually anyway.

I know that US companies had discovered oil in Saudi in the early 30s and some UK companies in Kuwait at about the same time. So with the war starting in 39, there may have been some delay in properly developing these fields to their potential.
