Haven't run into the problem but I can see it happening if a file were edited in Notepad, as explained below in my experiment.

I have some insights.

There's been nothing new on the developers' situation but AFAIK work continues. (I am a beta tester.)

Yes there is a new rules set (the "Collector's Edition") that was marketed with revised counters and map and a number of rules changes. But it is still 99% World in Flames ...

1. Probably. It's one of the best games ever made on WWII but without a lot of experience playing wargames, it would be a tall order. The good part is it enforces the rules so you can't go far astray.

Seems to me the design is such that the length to trace is artificially limited to some finite distance so the program doesn't take a lloooonnnnggg time to do end of turn re-org. We humans "see" the map differently than the program does (at least this program).

The problem with Vassal (or Tabletop Simulator, or Cyberboard) for this game is that they all rely on the players to enforce the rules. Even with the best of intentions, even veteran players make mistakes. MWiF is great at enforcing the rules.

I think for RAW8 it was changed to say all fractions are retained but as this is written in RAW7 it looks like 10 vs 4

It is definitely playable. There are some minor bugs and there are complaints about the convoy system not always giving full production, but you should not encounter any game-breaking bugs. If you run into trouble, there are plenty of people on the forum willing to assist.
