When to start taxing?

I've got a few colonies up to around a billion(1000M) population now, leaving taxes at 0% so they could grow faster. I'm wondering when I should start taxing them, is there a revenue or a growth bump at some point?

I'm still on RotS. It only put me down to dubious which was recovered to satisfactory after a short amount of time, presumably from free trade agreements or some other diplomatic deals.

AI advising build orders

The AI keeps suggesting ship building orders but when I pull up the build menu, nothing is there. It says that it would cost XXX and it's been doing it for quite a while now.

An unrelated question since I can't find it in search nor does it really need it's own thread;

Is it normal that there's a race about one or two years in that has Super Beam weapons? I can't even find that on the tech tree.

Thanks.

The independent colony started an empire and the AI is keeping a destroyer there which is holding off attacks, which works pretty well for me, I'd rather have this independent grow and have a strong ally.
