FYI - the ability to 'mule' HQBUs was removed several patches ago. Upgrade to the latest patch and voila problem solved!

Generally I crank Interception to 150%. However, I think there is a bug with Night Interceptions or something. I have set fighters to intercept at night but they have never shot down a plane after doing so.
