The turns develop simultaneously so it doesnt matter who begins. But in PBEM for convenience of the system, the "first" player should be the nationalist one. Check the PBEM section, but on short, if the Republican player begins the game he just sends a blank turn without moves, just the turn saved ...

Have the "same" error. First turn report for the nationalist works fine but after the first after combat report for the republican is finished you get the missmatch error. Starting the game as Republican has the same issue. Fix applied, no change, using the same computer as if were 2 different ...
