But please don't "grey out" the research button while in movement phase - I often have a look at the research screen when making a decision to attack a specific area or not, i.e. to see whether it might be worthwhile to wait another round for increased tech level.

If I understand what you are asking for you see it by pressing F4, the scales at the bottom are the "world standard".
