They are not. The partisan events are just events. Same chance either turn. It is based on the country. Some have higher partisan values than others.

The small patch was just for an issue for the USMC not for the standard game. A real update will come in April after the USMC games are over.

If you mean ground strikes they have diminishing returns. You can only bomb a unit so much.

#! I strongly suggest not using diplomacy to influence countries. That should only be used in human to human games where both parties agree. Using this will throw off the game balance.

#2 gaining points is a matter of time. You have a chance to get it each turn based on production

If they have shipyards it goes into their own pool if I remember. It has been a long time since I looked at it. But I believe they do not have shipyards.

Have a balanced fleet, use aircraft to hit them first, once spotted it's easier to find.

If they are near your coast it is easy to find them.

If they are near their coast it is not.

French fleet is expendable BTW.
