RE: Naval Transport: Bug or Feature?

I played the original board game, and I am pretty sure it had naval transport between certain Baltic ports, and certain Black sea ports. I think I still have a copy of the board game floating about, I must remember to check.

So when do you save non PBEM turns? At the start or the end of the turn, or it doesn't matter as long as you only save it once per turn (and not multiple times per turn).

I would say most people would control all units and not use the computer HQ control option at all. With a few notable exceptions people seem to let the computer handle the factory production and unit upgrades (I certainly do, but I am yet to start a PBEM),

HQ's and OP's

<t>When I played the Germans I noticed that the HQ's OP's soon got drained to below 60, but always bounced back to 61 (as long as they where on a fully supplied rail hex) at the start of most turns. I never lost a HQ, so never got to build one (as the Germans). <br/>

The house-rules themselves answer a few of my questions.

Can I assume then, if a unit has not moved, there is no penalty involved in changing HQ's. Even multiple times in a single turn. But changing HQ multiple times within a turn is against Lorenzo's PBEM rules.
